Expressions of interest (EOI) to better protect renters’ personal information
The Department of Finance and the Treasury invite organisations to express their interest to work with us to pilot the use of Digital ID and the Consumer Data Right (CDR) to better protect renters’ personal information.
The pilot will seek to make it easier for people to apply for a rental property and share less personal information by demonstrating that rental applicants can:
- verify who they are with a Digital ID, without handing over copies of their ID documents
- use the Consumer Data Right (CDR) to demonstrate they can afford to make rental payments without needing to provide copies of their bank statements, payslips or other documents.
We are seeking joint applications that must include:
- a Digital ID service provider accredited under the Digital ID Act 2024
- a CDR Accredited Data Recipient or CDR representative
- a real estate entity.
The pilot will not involve the use of the Australian Government's Digital ID app, myID. For this initiative, the Australian Government is seeking to work with other providers that are accredited under the Digital ID Act 2024 and meet strict requirements and standards for privacy and security.
Organisations submitting an EOI will need to outline how they plan to use Digital ID and the CDR to support people to apply for a rental, and how their project could contribute to improved data handling practices in the wider rental sector. More than one successful application may be selected to proceed to the pilot stage.
Projects must be self-funded. The Department of Finance and the Treasury will provide successful applicants with support to complete the pilot, including information and advice on the Digital ID and CDR frameworks.
Reasons to participate
Participating in this initiative will provide an opportunity to:
- work with the Australian Government to make it easier to apply for a rental and reduce the amount of data that businesses need to collect
- showcase the benefits of using Digital ID and CDR
- receive advice and guidance from the Department of Finance and Treasury about the operation of the Digital ID and CDR frameworks.
Pilot milestones and deliverables
The project milestones and deliverables to test Digital ID and CDR in the rental sector are:
- July 2025: development of a proof of concept
- September 2025: use of Digital ID to verify the identity of an applicant for a rental lease in a real-world scenario
- October 2025: use of the CDR to verify that an applicant can afford a rental lease in a real-world scenario.
Expressions of interest timeline
The expression of interest is open from 9:00 am AEDT on Friday, 21 March 2025 until 5:00 pm AEST on Friday, 16 May 2025.

Submit your expression of interest
Organisations can submit an expression of interest by:
- completing the expression of interest form below
- emailing the expression of interest form with supporting attachments to digitalid@finance.gov.au by 5:00 pm AEST on Friday 16 May 2025.
Expressions of interest will be evaluated against the selection criteria in the EOI guidelines. Please refer to the expression of interest guidelines to assist you with your submission.
We will acknowledge receipt of expression of interests within 2 business days of submission.
